1、IntroductionAfteritshandovertothePeople’sRepublicofChina,MacaoSpecialAdministrativeRegion(MASR)haswitnessedphenomenalchangesinitspolitics,economy,andpeople’slivelihood.However,alongwithitsrapideconomicexpansion,laborshortagehasbecomeaseriousproblemaffectingMacao’sfurthereconomicdevel
2、opment.Becauseofthelackofskilledworkers,Macaoisinneedofmoreforeignlaborthanbefore.ProblemStatement(150字)In2004,Mainland,HongKongandMacaoconcludedandsignedthefamousCloserEconomicPartnershipArrangement(CEPA),pushingkindsofstrategiesof"freeexercise"andothermeasurestostimulateMacao'secon
3、omytoachieverapidgrowth.IthelpMacao’sGDPexceeded170billionpatacasfromfourconsecutiveyearsofnegativegrowthbeforethehandoverin2008,whichwas3.6timesthatof10yearsago.Generallyspeaking,Macauresidentshasbeensignificantlyimproved.From1999to2008,theaveragemonthlywageofMacaoresidentsrosefrom4
4、,900patacasto8,500patacas,whichis1.74timesthatof1999.Peoplearetherealmastersoftherightswherefreedomsarefullyprotected.Nowadays,therearemoreandmoreforeignlaborinMacao.Andthefastdevelopmentofcasinomakestheneedofskilledlaboranurgentneed.TheMSARGovernmenthasimplementedapolicyofintroducin
5、gforeignlabortoeasethehumanresourcesbottleneck.StatisticsattheendofDecember,2008showedthattherewere92,161non-localworkersinMacao,or28.5%ofthetotalemployedpopulation.ThisfigurehighlightstheimportanceofforeignlaborinMacao'seconomy.Inthe400-oddyearhistorysinceitsopeningasafreeportin1557
6、,Macao’handovertothemotherlandonDecember20,1999certainlymarkedanewera.TheMSARGovernmenttookeconomicgrowthasitstoppriorityandliberalizedthegamingindustryin2002,atrulyingeniouspoliticalaction.AnunprecedentedoutburstofeconomicandsocialvitalitysweptMacaoandfrom1999to2008,Macao’sGDPgrewfr
7、om47.287billionpatacasto1,718.67billionpatacas,anaverageyearlygrowthrateof13.3%;itspercapitaGDPincreasedfrom110,000patacasto310,000patacas,secondonlytoJapaninAsia;unemploymentratedroppedfrom7%to3%;totalgamingrevenuein2007exceededthatofLasVegas,enablingMacaotobecometheworld'slargestca
