3、ispaperexaminesthesuccessofandobstaclestostructuralreformintheUkrainianeconomy.Whilemacroeconomicandmonetarystabilityhavebeenachieved,signsofmarket-orientedstructuralchangeareweak.Thepaper’sthesisisthatUkraineneedstoaccelerateindustrialandenterpriserestructuringifitwantstoreaptheben

4、efitsofstabilisationandattainsustainedgrowth.Insteadoffosteringmarket-orientedenterpriserestructuring,thesuccessivegovernmentstriedforalongtimetosavetheun-saveablestructuresofvalue-subtractingfactoriesandthushamperedthedevelopmentofsmallandmediumenterprises(SMEs).ItseemsasifUkrainew

5、asatpresentembarkingonapathfromthenon-monetarysocialismtoamonetary,plannedeconomy.Socialismisdefinitelydeadsince1992,inthatthereignoftheCommunistPartywasabandonedandauniversalmonetaryunitofaccountingintroduced.Butimportantelementsofstateplanning-inthesenseofprescribingquantitativeec
