4、nanceinformation(TextwithEEArelevance)THEEUROPEANPARLIAMENTANDTHECOUNCILOFTHEEUROPEANUNION,HavingregardtotheTreatyestablishingtheEuropeanCommunity,andinparticularArticle95thereof,HavingregardtotheproposalfromtheCommission,HavingregardtotheopinionoftheE

5、uropeanEconomicandSocialCommittee(1),ActinginaccordancewiththeprocedurelaiddowninArticle251oftheTreaty(2),Whereas:(1)Theinternalmarketcomprisesanareawithoutinternalfrontiersinwhichthefreemovementofgoods,persons,servicesandcapitalmustbeensured.Tothatend

6、acomprehensiveCommunitytypeapprovalsystemformotorvehicles,establishedbyCouncilDirective70/156/EECof6February1970ontheapproximationofthelawsoftheMemberStatesrelatingtothetypeapprovalofmotorvehiclesandtheirtrailers(3),isinplace.Thetechnicalrequirementsfo

7、rthetypeapprovalofmotorvehicleswithregardtoemissionsshouldthereforebeharmonisedtoavoidrequirementsthatdifferfromoneMemberStatetoanother,andtoensureahighlevelofenvironmentalprotection.(2)ThisRegulationisoneofanumberofseparateregulatoryactsinthecontextof

8、theCommunitytypeapprovalprocedureunderDirective70/156/EEC.Therefore,thatDirectiveshouldbeamendedaccordingly.(3)AttherequestoftheEuropeanParliamentanewregulatoryapproachhasbeenintroducedinEUvehiclelegislation.Thus,thisRegulationlaysdownf
