1、摘要市场转型、社会变迁，基层成为一个相对独立于国家的新的社会空间，乃至走向一个使得基层群众自治得到充分发展的社会。基层治理是社会治理的重点，是国家治理的重要组成部分。精准扶贫是新时期党和国家扶贫工作的精髓和亮点，它不仅是对以前工作方式和方法的调整，也是政府治理理念与治理路径的创新，这给传统的基层治理模式带来了挑战。在新时期精准扶贫工作过程中，国家对贫困地区投入大量的资金、项目、资源，在带动贫困地区向上发展的过程中，基层社会治理出现了与精准扶贫不和谐的因素。精准扶贫是有期限的，但基层治理是长期的。所以，我们应抓住精准扶贫这个时机，积极探索更有益于、更符合乡村社会发展的基层社会治理
2、新模式，在打好扶贫开发攻坚战的同时完善基层社会治理模式，从而完善国家治理体系，增强国家治理能力，实现现代化。基层社会治理包括农村基层社会治理和城市基层社会治理，而精准扶贫的范围已经精准到村到户，所以本文主要以新时期精准扶贫工作给乡村基层治理带来的困境与挑战为研究对象，以政治学视域为理论视角，以创新基层社会治理模式为分析重点，尝试探索新时期精准扶贫背景下基层社会治理模式的新思路。关键词：基层治理；精准扶贫；新要求AbsrtactMarkettransformation,socialchange,grassrootshasbecomearelativelyindependentof
