2、下，没有政府干预，完全由企业自行决定投资行为时，企业选择不愿意进行安全经济投资的结论。然后，加入政府的干预后，将经济激励机制运用到一个安全监察博弈模型中，对企业的安全生产投入起到事前激励的效果。从而，设计出一种更为合理有效的政策，让企业有积极性从事安全生产的经济投资，从根源上解决企业不愿意进行安全投资的问题。用到的理论主要涉及安全经济学、安全与风险学、以及博弈论的有关知识，采用定性与定量相结合的研究方法。提出安全成本承受阈限和事故损失期望线的概念，改进并建立用于分析企业决策行为的博弈模型。对完善企业的安全生产管理、解决政府的政策制度设计问题，都具有
