2、tseemsmoreimperativetostudyonthehumancapitalvalueanditsmanagement．However,theexistingmanagerialtheoryshowsthattheresearchonhumancapitalmanagementisstillatthebeginningtime．andtherearefewworksonhumancapitalmanagement晰tllsomemanagerialideasguidedbythecompetencepurview．Basedonthese

3、existingsituations，thisthesisprobedintohumancapitalevaluationandincrementincentivesbeingbaseduponorganizationalcompetence，bycombiningeconomictheoriesandmanagerialtheories，usingsomemodemmanagerialtoolssuchassystemsanalysis．ThemainworkandinnovationsWOuldbedesc曲edasfellows：Firstly
