3、rkandpracticalsolutionsfordeepeningthereformoftheinvestmentandloansystemofinfrastructureconstruction．Thisthesisstartswithanalyzingtheconceptofinfi-astructure，thecharacteristicsofinfrastructureandthepresentsituationofthesystemofinvestmentandloanoftheinfrastructureconstructionfortheindustrialparksind

4、evelopedcountriesandindevelopeddistrictsinChina．Thesystemsalecomparedandanalyzed；thegoodexperiencethatCanbeusedforreferenceispointedoutaccordingtothepracticeinChangsha．Thisthesisreviewsthemajorproblemsoftheexistingsystem．Itreviewsthetwophasesofinfrastructureconstructionandindicatesthemajorproblemso
