1、IIII摘要近十年为缓解老龄化趋势日益严峻的危机，政府和民间都在不断探索和尝试，逐渐在政府包办和家庭养老中开辟出居家养老服务的新型养老模式，成为政府缓解老龄化危机的重要手段之一。本文以中山市黄圃镇为例，以“三社联动”为立足点，系统分析了社区、社会组织、社工在居家养老服务中的定位，并对三者间的互动模式进行深入探讨。在“三社联动”模式下，社区扮演资源协调者与服务支持者，社会组织扮演服务的统筹者和实施者，社工则扮演专业化服务的规划者和优化者，三者之间形成互补共生、参谋支持、督导协作的关系。“三社联动”模式下的居家养老服务具有使服务去行政化、权责明晰、更有针对性等优势，推动政府决策更加科

2、学有效。另一方面，虽目前出台了《广东省居家养老服务标准化规范指引》，黄圃镇也据此出台了相应的服务手册，但内容比较粗糙。很多服务没有结合市场需求和实际需要，“三社联动”模式下的居家养老服务联动机制尚不成熟，尚未真正实现强强联手，居家养老服务体系还不够科学合理。“三社联动”中，社区、社会组织、社工彼此的职能是什么，该如何联动，尚未具体明晰。针对这些问题，笔者根据调研的结果和自身的经历，提出三大解决对策。政府层面要加强统筹谋划，巩固“三社联动”基础；社区层面要转变工作职能，搭建服务平台；社会组织层面要优化组织结构，推动多元协同参与；社工层面要加强自身建设，提升服务水平，从而促进“三社联
