1、摘要港口是交通运输的枢纽和对外交流的窗1：3。港口工程建设的蓬勃发展，在推动社会经济快速发展的同时，也给港区生态环境、水环境、气环境、声环境等环境要素带来各种污染和破坏。因此，对港口建设项目进行环境经济损失评价和研究，既是港口建设项目前期工作的需要，也有利于港口建设进行总体计量和经济核算，同时也使人们定量的认识环境经济损失的严重性以及建设绿色港口的重要性，为港口项目决策、建设和使用提供依据。本研究应用环境经济学、港口经济学和系统评价理论等作为理论基础和研究工具，根据港口建设项目的特点，分析了港口建设给环境带来的影响，对港口建设项目环境影响的范围做出了界定；通过分析筛选，确定了港口建设环境经济损

2、失的具体内容和各项因子，建立了环境破坏实物型损失模型，综合分析总结了国内外广泛采用的环境损失货币方法，对港口建设项目生态环境、大气环境、水环境和声环境损失进行了货币量化研究；采用科学的筛选方法，构建出了生态港口建设环境经济损失评价指标体系；运用本研究所建立的港口建设环境经济损失评价的方法对福州罗源湾港口建设项目进行环境经济损失评价，并在些基础上，提出减少或消除其不良的环境影响的一些措施。关键词：环境经济学；港口经济学；港口建设项目；环境损失；经济评价；AbstractTheportisnotonlythehubfortransportationbutalsothewindowforforeig
