1、摘要长期以来，我国一直实行的是严格的利率管制政策。但随着经济的发展，利率的优化资源配置、调节资金供求等经济杠杆作用难以得到有效发挥。本文通过分析利率市场化改革的必要性，提出了我国利率市场化改革的具体措施，即，首先放开同业拆借利率，最后放开商业银行存贷款利率。然而，与利率市场化相伴随的利率水平的多变性和难以预测性将使金融市场上各经济主体，特别是商业银行，承受较大的利率风险。)随着世界各国利率管制的放松，利率风险管理已成为商业银行最重要的风险管理业务之一。在利率风险管理过程中，首要环节是对利率风险进行衡量，准确测算出商业银行的利

2、率风险头寸。在了解利率风险头寸的基础上，可选择适当的利率风险管理方法，如，利用敏感性缺口防范利率风险或采用多种金融技术手段与工具来防范利率风险。由于我国过去的计划利率体系造成了金融机构对利率变动不敏感，对利率风险缺乏足够的认识，进而缺乏相应的管理利率风险的手段与工具。本文分析了我国创些w7利率风险的现状及其在利率风险面前所处的被动地位，同时也具体分析了我国目前利率制度下，以及在利率市场化条件下，商业银行所承担的利率风险。通过对国际上不断创新与发展的的利率风险管理方法的研究，针对我国利率风险管理薄弱的现状，着重提出建立我国银行
