7、号文件，内容都是关于“三农”问题。近年来，随着改革的不断深入，“三农”问题逐渐升温，成为一个热门话题。上至政府官员，下至普通群众，大家都在关注和探讨“三农”问题。新一届中央领导集体高度重视“二农”问题。2003年t月，胡锦涛总书记在中央经济工作会议上提出，解决好“三农”问题是全党工作的重中之重;温家宝总理在2004年十届全国人大二次会议上做政府工作报告时说，解决农业、农村和农民问题是我们全部工作的重中之重。今年，中央下发的一号文件讨论的又是“三农”问题。关注“三农”问题、研究“三农”问题、解决“三农”问题，都离不开对邓小平“三农”思想的研究。邓小平是我国改革开放
