2、AbstractNonmarketfactors,suchasgovernmentpolicies,lawsandregulations,socialpublicissuesandsoon,haveremarkableinfluenceonthebusiness.Inthecountrieswithmoredevelopedmarketeconomy,Asaresult,governmentpoliciesandregulationsarealwaysresultsofpowerstrugglingandinterestsbalancingamon
3、gallkindsofinterestgroups.Astherearelackofessentialnormandinstitutionalrestriction,thenonstandardnon-marketactionoftheenterpriseshavecausedalargeamountofcorruption.Consequently,thisthesisfocusesonthenormandgovernanceofnon-marketbehavioroftheenterprisesinourcountry.Aslobbyingis
4、theprimarycharacteristicofthecorporatepoliticalstrategy,westudythebehaviorsofenterprisesthatinfluencegovernmentdecisionandresourceallocationfromthepointoflobbying.Onthebasisofliteratureresearch,webuildaframeworkofanalysisthecorporatelobbying,andthenanalysesthecommonmethodsandt
5、hehiddenrulesoflobbyingbythedepthinterviewwithtopmanagers.Aimedattheethicalissuesfoundinthedepthinterview,westudythecriterionofcorporatelobbyingandbringforwardfeasiblestepsofstandardizingcorporatelobbying.Therearetwoparticularkindsoflobbyingtactics,whichareverypopularinthenewc
6、entury.Ontheonehand,manygovernmentofficialsgointobusiness;ontheotherhand,moreandmoreprivateentrepreneursparticipateinpolitics.Wedescribethestateoftwophenomena,andanalyzeethicalissuesbehindthetwophenomenaandthedefectsoftheexistingcriterion.Inordertodefineareasonablescopeforthet
