5、stanceandthepresentsituationsocialassistancework.AndbytakingShanghaiSongjiangDistrictonasanexample,itexpoundsthemainproblemoftheruralsocialassistancesystemconstructioninthepresentperiodofeconomicstructureadjustmentandruralsocietychangesinShanghai.Forexample,thesystemof“rurallowestsecu

6、rebasiclivingstandard”isnotperfect,someconcerninggovernmentdepartmentdoesnotrealizethesocialassistanceworkcompletely,thereisnotnecessarysocialsupervisorofsocialassistancework,itishardtoinvestigateandverifyduringtheassistanceandthelawfoundationisveryweak,andsoon.Thepaperalsoanalysesthe
