4、dincreaseincertaintyinvenueselection,havenotbeenthoroughlyevaluatedorweighedagainstthecostsandburdensthatthesechangeswouldimposeonlitigantsandthecourts.Thisarticlefirstbrieflyexaminesthehistoryofthevenuestatuteinthecontextofpatentinfringementlitigation.Then,itdiscussesthemotivationbe

5、hindtheproposedamendmentsandthereasonsthathavebeencitedforchangingthevenuestatute.Finally,thisarticlereviewstheproposedrevisionsandidentifieshowtheirnegativeeffectswouldoutweighanybenefittothepatentlitigationsystem.Specifically,theHouseandSenateamendmentswouldincreasetheburdenonthefe
