3、omesimilareffectsareshownfortheprovisionoffringebenefits.WithinthelasttwentyyearstheBritishlabourmarkethaschangedfromonewherepaysettingwaslargelyajointaffairbetweenemployersandtradeunionstoonewhereemployersmostlyactontheirownaccord.Intheerawhencollectivebargainingwasthenorm,
4、manyotheremploymentconditionsbesidespaywerejointlyregulated:hours,overtime,holidaysandsoforth.Withthecontinuousdeclineincollectivebargainingoverpaysincethe1970s,thesearealsonowmorecommonlyamatterformanagementdecision.Thismajorshiftintheinstitutionalstructuresthroughwhichpaya
5、ndotheremploymentconditionsaredeterminedraisesanumberofquestionsthatresearchcanusefullyaddress.Inthepast,muchworkfocuseduponthesizeofthe‘unionwagepremium’,butincurrentcircumstancesitseemsmorerelevanttolookmorebroadlyatthestructuresandprocessesbywhichemployerssetthepayandothe
6、rconditionsoftheiremployees.Itmaybethattradeunionsstillhaveanimportantrolefortheminorityofemployeesthattheyrepresent.Orperhapsotherformsofemployee‘voice’havebecomesalient?Andwhatcanbesaidabouthowotheremploymenttermsaresettled?in1998,thepayofaroundtwofifths(42percent)ofallemp
7、loyeesinestablishmentswith10ormoreworkerswasdeterminedbynegotiationbetweenmanagersandtradeunions.Threeintenprivatesectoremployees(30percent)werecoveredbysuchaprocessofcollectivebargaining,althoughtheproportionwasmuchhigherinmanufacturing(47percent)thaninservices(22percent).C
