2、ndTechnologyWuhan,Hubei430081,P.R.ChinaMay,2015摘要城镇化是推动国民经济和社会发展的重要组成部分，是我国现代化发展的伟大战略选择。城镇化建设在我国已经成为了一股不可逆转的洪流，新型城镇化概念提出后，各地更是掀起了一场如火如荼的城镇化建设浪潮。然而在过去的发展中，由于经济发展的客观原因，加之我国公众生态环境保护意识淡薄，而且在生态城市建设认识上和内容上存在着误区，导致了当前生态系统失衡、环境的脆弱引发人对自然的无限担忧以及资源分配的利益冲突造成人际间道德危机等系列严峻的生
3、态问题的产生。因此，“按照科学发展的要求，积极加强生态文明建设，走节约集约、绿色低碳的发展路子”成为我国建设新型城镇化的必然要求。在今后的城镇化推进过程中，为最大限度地减少城市建设对生态环境的破坏，缓解人与自然的紧张关系，作为掌握主观能动性的人类，要遵循以人为本、可持续发展和城乡统筹发展的原则，切实从行政引导和公众参与两个层面着手，每个人都自觉承担起保护生态环境的责任，为早日实现资源节约、环境友好、生态正义、可持续发展的新型城镇化发展目标贡献一己之力。关键词：城镇化；生态问题；行政引导；公众参与IAbstractA
