3、ituation,althoughthereisnowsomeevidenceofconcernforbasiceducationforpoorerchildren.Witheconomicadjustmentprogrammes,littleelsehasbeendoneforthosewhohavesufferedtheheaviestburdens,andnoobvioussolutionstopovertyandtechnologicalobsolescenceareinprospect.AmajorreformofStateinstitutionsiscalledfor,inclu
4、dingacommitmenttoeducation,achangeintheeconomicmodel,andarecognitionofglobalinterdependence.Inward-orientedindustrialisationhasitsproblems.InLatinAmericancountries,theseincludedmodestlevelsofcompetitivenessandbalanceofpaymentproblems.TheintimaterelationshipsofcompanieswiththeStateledtotheconstituti
5、onofacomplicatednetworkofconnectionswithofficialbureaucracies.Theseoftenresultedinambiguouscontrolandsupportrelationships.Moreover,whileforeigneconomiclifechangedrapidly,thatofLatinAmericancountriesgenerallydidnot.Andwhileinternationalcredithelpedintheshorttermtofinancesomeadmirablegrowth,theensuin
6、gproblemofforeigndebtbecameanightmare.Asiswellknown,thepositioninmostLatinAmericancountriesthenreversedastheybecamenetcapitalexporters.Duringthelastdecade,thecontinenthasremittedapproximatelyUS$200billiontoitscreditorsabroad.Inthesecircumstances,economieswereforcedtodependupondomesticsavings.Invest
7、mentcapacitywascorrespondinglyreducedandeducationalspending,likeotherformsofgeneralspending,felldrastically.Furthermore,althougheducationalexpendituredecreased,enrolmentincreased,mainlyatsecondandthirdlevel
