3、fnationalenterpriselegislationaremappedout,indicatinganinteractivedynamicbetweencentralgovernmentdirective,localgovernmentadoptionandresponse,andlocaliseddynamicsofenterpriseandeconomicdevelopment.This“three-way”modelprovidesanuancedexplanationoflocalimplementationof

4、nationalenterpriselegislation.Practicalimplications–Theframeworkcanbeusedatthemunicipalleveltounderstandhownationalenterpriselegislationcanbeimplemented.Theframeworkalsopointstowiderpatternsoflocalimplementationofnationalgovernmentlegislation.Originality/value–Thepap

5、erprovidesadetailedmodeloflocalpolicyimplementation,usingtheSMEPromotionLawasaspecificcaseoflegislation.DevelopingaconducivepolicyenvironmentforprivatesectordevelopmentAttheheartoftheearlyreformsinitiatedin1978wasrecognitionoftheemergenceofthe“individualeconomy”,inag

6、ricultureinitially,andtheninurbanandruralareas.Liberalizationoftheagriculturalsectorwasbasedonthecontractingoutbycooperativesandstate-ownedventuresofproduction(baochandaohu)andthenland(baogandaohu)tofarmersandtheirfamilies.Underpinningthisdimensionofearlyreformwasthe

7、principleoftransferringresponsibilityforeconomicactivitytoindividual“households”(hu).“Individualindustrialandcommercialhouseholds”(getigongshanghu)wererecognisedasearlyasMarch,1979,bytheStateAdministrationforIndustryandCommerce(SAIC),whichdescribedthisemergingformofp
