REMUNERATIONInaccordancewiththeresolutionsattheTwenty-FourthSovietCommunistPartyCongress,anextensiveprogramofimprovementsinpublicwelfareisbeingimplementedintheNinthFive-YearPlan.Oneofthemajormeasuresinth
2、isareaistheintroduc-tionofnewconditionsofremunerationforthoseworkinginproductivesectorsoftheeconomy;thismeansanincreaseintheminimumwagesforworkersandexecutivesintheproductivesectors,withasimultaneousincreaseinwageratesandsalariesforthoseinmediumpaycategories
3、.Thetransitiontonewconditionsofremunerationincreasestheimportanceoftheratesystem,improvestheestablishmentofoutputnorms,andgivestheworkersagreaterinterestinincreasedproductivityandbetterproductquality.FerrousmetallurgyenterprisesandorganizationsintheFarEast,t
4、heFarNorth,Siberia,theUrals,theEuropeanNorth,Kazakhstan,CentralAsia,theVolgaregion,theVolga-Vyatkadistrict,theDonbass,andtheRostovoblast,wereconvertedtothenewconditionsofremunerationduring1973-1974.Duringthisperiodatotalof153enter-prisesand57organizations,wi
5、thatotalindustrial-productionworkforceOf850,000,or64.3%ofthetotalindUstrial-productionworkforceintheindustry,wentovertothenewconditionsofremuneration.Theincreaseintheaveragemonthlywageinthesecircumstanceswas8-13%.Thus,in1974theaveragemonthlywagesofindustrial
6、-productionworkersattheSinarskTubePlantroseby8.4%comparedwith1973;theincreaseattheUzbekMetallurgicalPlantwas9.7%,10.7%attheWesternSiberianMetallurgicalPlant,and12.2%attheMagnito-gorskMetallurgicalCombine.ComparedwithDecember,1973,theaveragemonthlywageofindus
7、trial-productionworkersinDecember,1974hadrisenby7.2%attheKommunarskMetallurgicalPlant,by9.2%attheIi'ichPlant,andby10.1%attheKhartsyzSteel-RollingMill.Theaver-agemonthlywagefortheindustryasawholein1974forworkersandexecutivescomparedwith1973hadincreasedby6.8%;
