6、boththetrafficvolumeandvesselsizehaveshownanupwardtrend,whichisexpectedtocontinueoverthenextfewdecades.Thesubstantialgrowthofmarinetraffichasnecessitatedreassessingthecapacitiesoftheexistinganchor-agesandimprovingtheirutilization.Likewise,atthePortsofNewYorkandNewJersey,US
7、A,thenumberofvesselsandtheirsizeshasalsoincreasedinthepastfewyears(USEnvironmentalProtectionAgency,2006).TheanchoragespacetherehasfrequentlybeenfilledtocapacityandtheCoastGuardproposestorevisethedurationforvesselstostayinspecificanchorageareas.Therearefewpublishedresultson
