2、政府必须高度介入，政府主导是关键。对政府公交优先的情景选择进行了拟定，建立了不同利益相关者针对某种优先情景的偏好选择函数、公交优先措施政府目标函数、公交服务水平的测算指标，研究运营企业、不同收入者收益测算的方法与参数确定方法。最后，基于现状基础数据的采集和分析，将理论应用于西安市公交优先效果测算，表明西安市应走改善公交道路、站点、枢纽等基础设施改变公交运营条件；对公交实施财政补贴、免税要求公交降价；出台控制交通负外部性政策，鼓励出行者向公交转移的公交优先之路。论文创新点主要体现在应用博弈理论对公交优先政府主导的分析和基于博弈思想对不同公交优先策略的效
