4、thecontemplation,andhumblemyselfbeforethemagnitudeoftheundertaking.Utterly,indeed,shouldIdespairdidnotthepresenceofmanywhomIhereseeremindmethatintheotherhighauthoritiesprovidedbyourConstitutionIshallfindresourcesofwisdom,ofvirtue,andofzealonwhichtorelyunderalldifficulties.Toyou,then,gentlem
5、en,whoarechargedwiththesovereignfunctionsoflegislation,andtothoseassociatedwithyou,Ilookwithencouragementforthatguidanceandsupportwhichmayenableustosteerwithsafetythevesselinwhichweareallembarkedamidsttheconflictingelementsofatroubledworld. Duringthecontestofopinionthroughwhichwehavepassed
6、theanimationofdiscussionsandofexertionshassometimeswornanaspectwhichmightimposeonstrangersunusedtothinkfreelyandtospeakandtowritewhattheythink;butthisbeingnowdecidedbythevoiceofthenation,announcedaccordingtotherulesoftheConstitution,allwill,ofcourse,arrangethemselvesunderthewillofthelaw,and
