1、摘要⋯1111111111111IlllUfY1974873社会秩序是人类社会生存和发展的基本条件，而社会控制是社会秩序的重要组成部分，是社会规范的实施机制。社会控制通过外在的约束和制约，将社会冲突限制在社会秩序所允许的范围内，同时对违反和蔑视社会规范、破坏社会秩序的行为予以严厉制裁，用各种手段保证社会成员按照社会规范的要求来作为和不作为。通过社会控制机制的作用，使社会规范发挥效力，从而使社会呈现有秩序的状态。改革开放以来，伴随经济转型，社会转轨，我国的社会结构和人们的思想观念都经历了前所未有的变化。这种变化的结果，

2、一方面适应并促进了市场经济的发展；另一方面则对原有的社会控制机制产生了一定的冲击，使其防范、约束功能受到削弱，使得社会在一定程度上出现了无序、失范状态。但是人类社会的存在和发展既需要革命变革，又需要社会的稳定和J下常的秩序，此时社区作为社会的基本细胞和构成单元，在社会发展和和谐社会构建中的作用被提升到空前高度，全国范围内掀起了社区建设的高潮，在实践中不断积累经验，丰富、发展了我国城市基层社会管理模式。本文致力于研究城市社区发展中如何充分发挥其社会控制功能，提高居民的生活质量，以社区和谐来促进社会和谐，对我国的社会转型

3、以及和谐社会建设具有十分重要的现实意义。本文采用了文献研究和实证研究相结合的方法，首先对社区缘起及发展脉络进行了文献综述；其次在介绍社会控制相关理论的基础上探讨了社会控制与社区发展的关系；再次通过对合肥市芙蓉社区的个案调查，发现社区发展过程中的不足，并初步进行了原因分析；最后从社会控制理论角度出发对社区发展进行了相关理论思考并结合调查结果给社区发展提出了对策建议。关键词：社会控制；社区发展lIAbstractThesurvivalanddevelopmentofhumansocietyisonthebasiccond
