2、的同时，高校人才培养质量与部队人才需求存在差异的事实也无法回避。本文试图研究国防生培养政策文本本身、政策执行主体——高校、政策对象——国防生本身、以及政策执行环境，在分析的基础上，提出提高国防生培养政策执行效力的对策建议，规范普通高校在国防生培养政策执行过程中的行为，提高普通高校军事人才培养的质量。关键词：国防生；国防生培养政策；政策执行黑龙江大学硕士学位论文AbstractThetrainingpolicyofnationaldefensestudentsisanimportantpolicyofarmytrainingmilitarypersonnelbasedonordin
