1、摘要为使农民工能实现“老有所养、老有所乐"的目标，尽快建立起全国统一、有效的农民工养老保险制度模式，成为解决“三农"问题、建设和谐社会的迫切要求。本文在对相关文献和理论研究的基础上，突出对养老保险的专项研究，而不是对社会保障的笼统研究。在模式探究上既与城镇社会养老保险和农村社会养老保险相衔接，又突出了农民工养老保险的特色。在建设有中国特色农民工养老保险模式方面，以扬州市农民工养老保险模式为例，本文试图有所突破，完善现有相关研究的不足之处，从而提出针对性较强的相关对策建议。文章首先对我国地方农民工养老保险模式进行了分析。将各地的农民工养

2、老保险模式主要归为五大类，即仿城型养老保险模式、综合型养老保险模式、个人账户型养老保险模式、农保型养老保险模式和扩面型养老保险模式，并对各类模式在运行中表现出的优点与不足之处进行了分析。而后，在回顾了扬州市关于农民工养老保险模式的相关政策规定后，介绍了扬州市农民工养老保险模式的发展现状，提出扬州市农民工养老保险模式运作的难点问题及运行难的原因。继而探讨了我国农民工养老保险模式的优化设计，提出应该将农民工进行分类保障。虽然，一元化的制度安排可以作为我国农民工养老保险制度模式的长期发展目标，但在近期有必要将多元化的模式安排作为过渡，待条件

3、成熟后再将不同模式并轨，最终向一元化的养老保险制度安排迈进。最后则对我国农民工养老保险模式的运行提出对策建议。认为应加快有关农民工养老保险制度立法，提高立法层级；模式设计要符合农民工的特点；提高基金统筹层次，实现多元化投资和基金的保值增值等。关键词：农民工养老保险模式建议ABSTRACTInordertOmakethemigrantworkerstoachievethe”senseofsecurity，has”target，assoonaspossibletoestablishaunifiednational，effectivemig
