1、南京航空航天大学硕士学位论文摘要网络的兴起使政府的管理及服务在互联网上得以实现，电子政务成为现代政府发展和网络发展的必然。电子政务绩效评估是电子政务不断发展和前进的动力来源，是政府绩效评估不可或缺的组成部分。信息通讯技术的发展、服务型政府的构建、政府理念的更新，为电子政务绩效评估提供了技术支撑、理论指导和实践诉求。电子政务绩效评估对加强以人为本的服务理念、提高公务人员的廉洁意识、增加政务信息的透明度、扩大公众的政治参与以及提高公众的满意度，从而构建服务型政府发挥了重要的作用。我国电子政务绩效评估的研究和实践目前还处于起步阶段，存在着理念、体系、管理等方面的困难。
