3、dandprofessionalinthedecisionofthecertification,therelatedadministrativedepartmentsstillhavetogivespecificinterpretationstothecertificationbecausetheinsurancetermsonactualsituationsofindustrialinjurycertificationarenon-specificandthereexistalotofvaguelegalconcepts.However,duetothevarietyof
4、theinterpretation-makingbodiesandthedifferencesinthestringencyoftheirapproaches,thelegitimacyofsomeoftheinterpretationsremainstobeexamined.Furthermore,sincetheseinterpretationspossessthepowertoinfluencethedecisionsofadministrativedepartmentsinindustrialinjurycertification,thedepartmentsare
5、likelymakingunjustcertificationtoinjuredworkerswiththeprovisionoftheillegitimateinterpretations.Besides,owingtodramaticsocialtransformationandchangesinemployments,whethertoidentifythegivencaseasindustrialinjuryornotisvitalwhenspecialsituationsariseinthefieldofindustrialinjurycertification.
