3、环境，以智慧城市的基本概念、民生档案信息服务的基本概念为理论支撑，力求在新的社会城市建设背景下，更加深入的研究民生档案信息服务的相关问题，以顺应时代发展的需求和要求，以更好的指导和服务实践。本文通过文献分析法、系统研究法、个案例举法等方法，从智慧城市建设与民生档案信息服务的关系及作用、智慧城市背景下影响民生档案信息服务的因素、智慧城市建设背景下民生档案信息服务存在的主要困难和应对措施几个大的方面来进行论述，并在最后一章中指出智慧城市建设背景下民生档案信息服务的发展方向展望。以期通过这几方面问题的论述，能够对智慧城市背景下
