1、摘要本文通过对林西县林地资源的利用现状、社会经济发展对林地的需求、林地潜力和平衡预测、保护利用对策措施进行分析、研究,得出结论如下：1、林西县林地资源现状分析：（1）特点：林地资源比例高；森林覆盖率较高（34.77%），灌木林比重大（37.61%）；宜林地资源丰富，但立地条件较差；野生动植物种类较多，区域森林景观资源丰富；各项林业生态建设重点工程的实施，对于生态环境的改善、社会和经济的发展起到了积极的推动作用。（2）问题：林龄结构不合理；林业用地利用率低；造林树种比较单一；经济林资源不足；建设项目对林地需求量大，林地资源保护

2、与利用矛盾日趋突出。22、林地需求：林西县社会经济发展对林地需求量共7859.45hm。3、林地潜力：（1）林地面积的补充；规划期内非林地流转为林地主要潜力来2源于7161.04hm的已退化牧草地。（2）林地质量的提高；对林地中的宜林地、无立木林地进行改造，通过封育、人工造林等手段，增加森林覆盖率，提高林地生产力。4、林地平衡：规划期内，林西县社会经济发展对林地的需求量＞实际补充林地2面积。将林地征占面积数量进行控制到7161.04hm，确保至规划期末林地面积无增减，保持林地供需平衡。25、林地保护利用对策：至规划期末，林西
