1、摘要当前，农村公路养护管理存在建设标准较低、抗灾能力较差、总体质量不高、使用寿命不长、村民爱路护路意识不强等诸多问题。这些问题主要是由“重建轻养”意识、养护资金短缺、管理水平缺乏、现行管理体制不畅等因素造成的。结合吉安市实际，要解决这些问题建议通过以下途径来解决：一是进行养护管理体制改革，建立以县为主的新型管理养护体制；二是开辟养护管理市场化道路，可采取分段承包养护、道班集体养护、专业公司养护、群众有偿养护、多种形式并存养护的形式；三是畅通融资渠道和筹资领域，鼓励县级财政安排一点、向上多争取一点

2、、联村单位筹一点、社会各界捐一点、各类企业帮一点、沿线群众挤一点，实行公积金制度、专项管理制度、严格资金审计力度加强资金管理；四是积极组建养护机构，加强业务培训提高管理水平；五是采取村民理事会的监管方式，建立健全养护长效管理机制。吉安市在农村公路养护管理工作实践中探索和积累了许多有益的做法，被称为“吉安经验”，具有一定的推广和借鉴意义。关键字：农村公路；养护管理；问题研究ABSTRACT．Current，ruralroadmaintenancemanagementinconstructionle
