1、摘要社会建设和社会管理是当前我国政府工作的重心，基层作为与广大人民生产生活联系最为密切的发生地，其治理状况的好坏直接关系到基层群众的生产生活和整个社会的稳定，因此基层社会管理是我国社会管理工作的重点。本文以城市基层的街道及其以下的社区为主要研究对象，总结城市基层创新社会管理的经验做法及存在的问题，以更好地改革我国城市基层社会管理体制，增强居委会的自治能力，鼓励支持引导基层居民和社会组织参与社区治理，形成多元共治基层社会管理格局。论文通过研究我国城市基层社会管理体制的演变，总结各阶段城市社区社会管理体制的特点，总结城市基层社会管理发展的趋势，为后面探索城市基层创新社会管理的新模式做铺

2、垫。在结合各地地方城市创新社会管理的新模式，从而发现其创新中存在的问题与不足，从而为后面提出的完善我国创新城市基层社会管理建议及对策更具有针对性。通过案例研究，在走访调研的基础上对青岛市市南区创新社会管理的实践进行分析总结，为探索城市基层社会管理提供借鉴。提出完善我国城市创新基层社会管理的对策建议，主要包括改革城市基层社会管理体制，完善基层党建发挥党员的积极性，以社区工作站承担社区行政事务，实现居委会自治，增强社区居民参与社区治理的积极性，促进社会组织发展实现基层社会多元共治等。关键词：社会管理创新体制改革社区自治公民参与社会组织AbstractChinaattachesgreat
