1、汕头大学硕士学位论文广东农民工住房保障政策研究摘要住房保障政策，是住房市场分配机制的必要补充，也是国家社会保障制度的重要组成部分。当前，广大农民工群体难以通过市场解决其基本的居住需求。关于城市农民工的住房保障政策存在很多亟需完善的地方，农民工享受到的住房保障十分有限。因此，需要加快农民工住房保障政策的完善。近年来，广东住房保障制度建设探索“以租为主”的新保障模式，将农民工纳入廉租房、公共租赁房保障范围，在全省范围内实行农民工积分入户制，把农民工住房纳入城市住房保障中。广州、汕头、韶关、湛江等四个不同区位和不同经济发展水平的城市，其农民工住房
2、保障政策及实施情况各异，而实行农民工积分入户制以及允许符合条件的农民工申请公共租赁房是其主要特色。广东农民工住房保障存在着政府责任不到位、制度不健全、资金及房源紧缺等问题。广东应当充分发挥政府的主导作用，推进“以租为主”的新模式，完善公共租赁房、廉租房和“城中村”改造模式；加快农民工住房保障的法律体系建设、户籍制度改革以及健全住房公积金制度。同时，在房屋的规划建设与资金的来源上，应该充分发挥企业等社会力量的作用，逐步建立以政府为主，社会、企业和私人共同参与的合作机制以解决农民工的住房保障问题。关键词：农民工；住房保障；政策；广东I汕头大学硕
