3、tobyaStatedepartmentforpersonsprovidingjanitorialandhousekeepingservices,custodians,foodserviceworkers,laundryworkers,windowcleaners,andsecurityguardservicesincludeprovisionsforemployeebenefitsthatarevaluedatleastat85percentoftheStateemployercostofbenefitsprovidedto

4、Stateemployeesforperformingsimilarduties.ForthepurposeofSection19134,benefitsincludehealth,dental,andvisionbenefits.TheBudgetActof2000containsfundingfortheincreasedcostforStatedepartmentstoprovidethebenefitsspecifiedinSection19134.TheDepartmentofFinancehastheauthori

5、tytoallocatethisfundingtoStatedepartmentsthatenterintoa“QualifyingContract”pursuanttoSections1896.3001896.370ofChapter3,Division2,Title2oftheCaliforniaCodeofRegulations.TheDepartmentofFinancewilldeterminetheamounttobeallocatedbasedonSection1896.360ofChapter3,Divisi

6、on2,Title2oftheCaliforniaCodeofRegulations.Theseregulationsrequireabidforaqualifyingcontracttoincludethefollowinginformation:a)ThemethodthebidderhaschosentofulfilltherequirementsofSection19134,eitherbyprovidingbenefits,orcashpayments,oracombinationofbenefitsandcashp

7、ayments.b)Thetotalcostofbenefitsand/orcashpaymentsforCoveredEmployeesexclusiveofanyadministrativeorindirectcosts.Thesetotalcostsarebasedonthehourlyrateprovidedinthecontractingagency’ssolicitationandderivedfromtheDepartmentofPersonnelAdministrationRateScheduleineffec
