2、formationprocesstoamarketeconomy,adoptionofestablishedprocessesandproductsinconnectionwithproductvariationandcompetitiveproductionpossibilitiesareanattractivealternativetoinnovation.HowevermostobserversaskformoreR&Dinthesecountriesandforpolicieseasinginnovationinordertoincreasegrowth.Thosepolicyint

3、erventionsarenotonlysubjectoftheoreticaldiscussions.SubsidiesgrantedbytheEuropeanCommissioninmembercountries,likethesixthframeworkprogram,arealsorelevantfortheaccessioncountriesoftheEuropeanUnion.PerhapsR&Dsubsidiesarepartlywastedifgrantedinanearlystageofthetransformationprocessandcouldbeusedinamor

4、eproductiveway.ItmightbethecasethatinsteadofconductingresearchanddevelopmentfirmsintheseareasarebetteroffbytheproductionofestablishedproductsatlowercoststhanintheWesterncountries.Answerstothesequestionswouldsurelybehelpfulforthepolicydesignfortransformationprocesses.Thepurposeofourarticleistocompar

5、ethesuccessofinnovativeactivityinEasternandWesternGermanyinordertoinvestigatewhethertherearedifferenceswithrespecttoR&DperformancebetweenthetwopartsofreunifiedGermany.EasternGermanyisaveryspecialexampleofatransitioneconomy.ThemovementfromtheformerGermanDemocraticRepublictostatesoftheGermanFederalRe

6、publicwasaccompaniedbytheintroductionofawellestablishedcurrency,astableandreliablelegalframeworkandahighlydevelopedsystemofindustrialrelations.AlthoughdifferencesbetweenbothpartsofthereunifiedGermanyaroseinthemeantime,thesearecertainlysmallerthanthosewithrespecttoothertransitioneconomics.Hencethisi
