2、,hisagentshavestrongincentivestoextortfromthetaxpayers,especiallythepoliticallyweakones.Topreventover-exploitationthatcouldfomentrebellion,therulerhastokeeptaxeslow.Theresultistheparadoxoflowstaterevenuedespiteaheavytaxburdenonthepoor.Economicgrowthcouldfurtherexacer-batethesituationasit

3、increasestheincentivesforcorruption.IapplythismodeltolateimperialChinaandfindthatitspredictionsarewellsupportedbyempiricalevidence.TheQingstatetaxedlightlyandofficiallandtaxburdenswereespeciallylowinregionsfarfromthecapital.Furthermore,thefiscalandmanagerialcapacityoftheQingdynastybe-gantoco
