2、,hisagentshavestrongincentivestoextortfromthetaxpayers,especiallythepoliticallyweakones.Topreventover-exploitationthatcouldfomentrebellion,therulerhastokeeptaxeslow.Theresultistheparadoxoflowstaterevenuedespiteaheavytaxburdenonthepoor.Economicgrowthcouldfurtherexacer-batethesituationasit
