1、摘要在众多领域中，科技最能体现国家的综合国力和现代化发展水平，是国际间综合国力竞争关注的焦点，也是保密与窃密斗争的核心，保密管理的重要内容和难点。因此，在新形势下，进一步加强对我国科技保密管理问题的研究，不仅对保障国家科技秘密的安全、促进科学技术的发展具有十分重要的理论价值和现实意义，而且对国家安全、军事、经济等其他领域的保密管理工作都具有宝贵的借鉴和指导作用。随着我国对外开放的深入和社会主义市场经济体制的确立，我国科技保密管理工作中出现了一些新问题，突出表现在管理体制不完善、科技定密不准、公共网络中科技信息泄密严重、对外科技交流保密管理滞后、
2、科技涉密人员管理不善等，阻碍了我国科技保密管理的发展，制约了我国科学技术的进步与生产力的发展，对国家安全与利益、市场经济安全与利益构成潜在的威胁和影响。因此，本文提出，为顺应改革开放和市场经济的发展趋势，必须进一步提高对新形势下科技保密管理问题的认识，进一步健全完善我国科技保密管理体制，切实加强定密管理、公共网络保密管理、对外科技交流保密管理以及涉密人员管理，同时，要逐步转变科技管理部门、保密行政管理部门等公共部门的保密管理职能，更加强化保密工作的社会管理和公共服务职能，更好地为经济社会发展提供服务保障。关键词：科技保密案例博弈理论“经济人”假
