7、正式成加入WTO国际世贸组织开始,根据议定书时间表,我国政府已陆续履行加入WTO的各项承诺,勘察设计市场也开始全面执行对外开放政策,这势必导致中国的勘察设计市场将成为各跨国勘察设计企业竞相争夺的战场。我国的建筑设计行业通过持续不断的探索和积累,不管是在人才培养方面、技术研发方面,还是在组织管理方面,都取得了显著的进步,可是面临加入世贸组织后,我国逐步取消国外勘察设计企业来华设置机构的壁垒,如何制定与竞争相适应的人力资源战略必然成为各勘察设计企业需要重视的问题。目前,我国的勘察设计企业正在进行机制、体制改革工作,改企建制后的建筑设计院将由原来的国有事业位体
8、制改变成自主盈亏的股份制企业。原有的公务员身份、各种福利待遇、行政退休政策不复存
