1、AbstractAftertheopeningreformofChina,therehasbeensubstantialchangeinthepolitics,economicsandsociety.Thetraditionalplanningsystemisreplacedbythemarket,whichisbecomingthemajoraccesstoallocateresources.The“omnipotence”governmentistransformingintothe“limited”government.However,thesocialinstitute
