1、浙江大学MBA学位论文海洋二所核心竞争力构建研究摘要随着中国科技体制改革的推进，我国非营利科研组织面临着如何争取政府更多的经费支持,并为了获得更多的经费，不得不和其他非营利科研组织展开竞争。海洋二所是国家海洋局直属的国家非营利海洋科研机构，政府财政拨款一直是海洋二所最重要的资金来源。近年来，随着海洋研究行业项目申请竞争日趋激烈，而海洋二所在海洋研究行业第一集团的位置反而有点弱化。为了保持海洋二所持续、快速、健康的发展，因此，探讨海洋二所核心竞争力的构建就变得十分必要。本文首先提出了海洋二所构建核心竞争力的必要性，然后借用高校核心竞争力的特征，分析得出了海洋二

2、所的核心竞争力——以卫星海洋环境动力学为基础的海洋环境科学研究创新能力，随后对海洋二所核心竞争力的现状进行了剖析，指出了海洋二所核心竞争力目前存在的不足，接着提出了海洋二所核心竞争力构建的4个要素—卫星海洋环境动力学学科建设，卫星海洋环境动力学学科带头人和专业管理人才，卫星海洋环境动力学科技支撑平台，海洋科技创新文化，接着详细分析了这4个要素存在的问题，最后提出了相应的对策。希望本文能为海洋二所核心竞争力的构建研究总结经验，并为其他社会公益类科研院所提供经验借鉴。关键词:核心竞争力构建I浙江大学MBA学位论文海洋二所核心竞争力构建研究AbstractWith
