3、招聘的诚信度和公信力，损害了事业单位以及政府在公众中的形象，给社会造成了恶劣的影响。本文运用案例分析法和文献分析法对河南省水利水电学校实施公开招聘制度的过程进行全面的分析后，肯定几年来取得的成效的同时，分析存在的问题，进而从真正实现事业单位用人自主权、事业单位人才引进布局的合理构想、进一歩完善高层次人才进入事业单位的渠道、健全人才聘任和激励制度等四个方面去完善事业单位公开招聘制度。完善事业单位公开招聘制度是推进事业单位人事制度改革的重要环节。公开招聘对人才入口的严格把关为事业单位健康发展提供了人力保障。随着各项制度健全和完善，公开招聘制度对人事制度改革和事业单位良好发展的作用将愈
