1、京津冀区域金融合作发展研究？商要：近年来，在全球生产要素"东移"与我国经济发展重心"北上"趋势共同作用下，京津冀地区发展迅速，正在成为推动中国经济增长的"第三极"。区域经济发展水平越高，越需要强大的金融服务做支撑，而三地金融合作是提高金融服务能力的有效途径。因此，进行京津冀区域金融合作发展研究，构建金融合作与协调机制，对促进京津冀区域经济可持续发展具有重要的现实意义。本文运用规范分析与实证分析相结合的方法，依据区域金融理论和与金融合作相关的区域经济理论，对京津冀区域金融合作的发展进行阐述。首先，从京津冀区域经济合作及各地金融发展的内在要求角度，指出京津冀区域

2、金融合作发展的必要性和紧迫性。其次提出京津冀金融合作的有利因素，较全面的分析了京津冀区域金融发展及金融合作的现状，指出京津冀现阶段金融合作存在合作层次较低、合作监管效力不彰、中心城市合作意识不强等问题，并通过对国内外区域金融合作的研究，提出对京津冀区域金融合作的有益启示。最后根据比较优势原理提出京津冀在金融合作中的合理定位：北京作为区域金融主中心，天津发展区域离岸金融中心和金融创新基地，河北打造金融业后台服务中心。并从建立地方政府、监管部门、金融企业等多层次合作协调体系、建立健全利益均衡、风险防御等合作运行机制、改善合作生态环境等方面提出发展扩大京^冀区域金
