1、育机制模型。（4）对我国六类海洋战略性新兴产业即海洋高效渔业、海洋工程装备制造业、海洋生物医药业、海水利用业、海洋电力业、深海油气业如何培育逐一分析。分别阐述了以上六类产业的发展历程及现状，分析了现阶段影响我国六类产业发展的“瓶颈”因素与现实问题，基于技术创新、投融资、人才引进与培养、需求激励等角度提出了相应的改良机制。（5）基于我国六类海洋战略性新兴产业分析的结果，从六类产业的共性问题出发，主要立足政府角度，提出在海洋战略性新兴产业培育与发展过程中政府应扮演的角色和应采取的三类政策措施。关键词：海洋战略性新兴产业；培育机制；技术创新；产业集群；产业链Researchonthec
