1、南京理T大学硕：}：学位论文常州电信ICT项目管理过程研究摘要常州电信ICT业务发展迅速，业务量猛增，但屡屡发生项目成本超支、工期延误等现象，ICT项目处于增量不增产的境况。经过本人深入的观察与分析，确定其根本原因是传统的电信工程管理方法并不适用于ICT项目的管理，ICT项目管理必须引进现代项目管理的思想。本人参阅了大量项目管理学科的文献资料，仔细研究在项目管理过程、项目管理相关知识领域内已有何研究结果。在前人项目管理研究的基础上，根据常州电信ICT项目的具体特殊性，本论文建立了常州电信ICT项目启动、计划、实施控制及收尾的项目管理过程，阐述了每个项目管理过程应完成的主

2、要工作内容及步骤，探讨了每个项目管理过程应采用的方法和工具，为常州电信ICT项目建立了科学的管理体系、规范的业务流程、标准的知识模板库。运用本论文研究结果，将使ICT项目在启动阶段，能科学地进行可行性研究；计划阶段，能根据项目管理知识模板，简便地制定项目管理工作分解结构、进度网络计划、成本预算计划、工作质量计划等，科学地制定ICT项目实施基准；实施控制阶段，能根据规范的标准管理过程，有效控地StJlCT项目的范围、成本、进度及质量；在ICT项目收尾时，能系统地评估、分析项目的实际效益，回顾与审计项目过程及项目成果，沉淀ICT项目管理过程的经验知识。关键词：项目管理过程I
