2、需求与国际要求减排的压力并存。为了加强国家环境保护、减缓和应对气候变化的协同支撑能力，环境保护部环境规划院于2008年8月设立了气候变化与环境政策研究中心（CenterforClimateandEnvironmentalPolicy，CCEP）。Globalclimatechangehasbecomeanimportantareaofconcerninvolvedininternationalpolitical,economicanddiplomaticarenas.Theaccelerationofeconomicgrowthand
3、continuedexpansionindomesticconsumptioninchinaarehighlydependentontheuseoffossilfuels.Consequnetly,ChinahasbecomethelargestGHGemitterintheworld.Curently,ChinafacestheneedtoreduceGHGemissionsdomesticallyandatthesametime,meetsincreasinginternationalpressuretomakefuturecom
4、mitmentsinGHGemissionsreduction.Inordertoincreasetheco-ordinatingcapacityinpoliciestodealwithdomesticenvironmentalpollutionproblemsandinternationalclimatechallenges,inmitigation,impactandadaptationtoclimatechange,ChineseAcademyforEnvironmentalPlanningdecidedtoestablisht

6、oYue周颖ZhouYing中心主任简介甘霖博士目前任挪威奥斯陆大学国际气候变化与环境研究中心高级研究员与中挪综合环境研究中心挪方主任。他于1999至2005年任世界自然基金会中国分会气候变化与能源项目主任。1991至1997年任瑞典隆德大学讲师,美国哈佛大学肯尼迪政府学院和奥地利国际应用系统科学研究院高级研究员。1989年获瑞典隆德大学科技政策硕士学位。1995年获丹麦Roskilde大学公共管理博士学位。国际知名的能源与环境政策专家。研究领域包括:产业节能与新能源、农村能源的可持续发展、技术进步与创新、全球气候变化与环境污染的社会
