1、西南交通大学硕士研究生学位论文第1页摘要胜任特征是20世纪70年代初期兴起于美国的一个管理概念。它用来表述个体在某个岗位或职业取得优秀绩效的潜在特征。自二十世纪90年代末胜任特征研究被引入到国内以来，国内学者对此展开了不少的研究，并且通过胜任特征建立模型，从不同角度和层面提出了多种的胜任特征模型。但是，从文献检索结果显示，国内研究以企业管理人员的胜任特征研究为主，在税务部门构建胜任特征模型则比较少。尤其是12366纳税服务热线咨询员，作为税务部门最重要的服务窗口，是税务部门与纳税人之间联系的重要的纽带和桥梁，他们的个人素质和能力的高低和

2、服务质量水平的高低很大程度上决定了纳税服务的质量。本研究选取了广州地税12366纳税服务热线咨询员作为研究对象，在概括胜任特征及胜任特征结构研究理论的基础上，通过了文献资料研究、工作分析、访谈法、问卷调查等多种方法，研究了广州地税12366纳税服务热线咨询员胜任特征问题。运用SPSS11．5forwindows统计软件进行了探索性因素分析、相关分析等，结果显示广州地税12366纳税服务热线咨询员胜任特征包括四个因子：沟通能力、学习能力、服务精神和处事灵活。本研究结果可以为纳税服务部门在咨询员的招募选拔、培训开发、绩效评估与薪酬管理、职业
