1、ABSTRACTSmall&mediumsizedcommercialbankshavebeentheemergingnewbloodofthecommercialbankingsysteminourcountry．Atthemeantime，they铷犯facingsomeseriousproblems：thefurtherdevelopinghasbeenconfinedbecauseofthehistoricFeason，institutionalnetworkproblemandmarketcreditstanding；theenterpriseslacken

2、oughabilitytomanageortopracticeeffectiveinternalcontrols；andSOon．Allthesehavebeenthreatenedthebanks’healthydeveloping，eventheirsurvivinginthenearfuture．Inordertosolvetheseproblems，itmustcarryoutthesystemreformsincludingthatthesupportingpolicythegovernmentprovides，thestrategyorientationa

3、ndthesystemnormsofthebanksthemselves．BasingontheanalyzingtheexistingproblemsandthedevelopingprospectoftheCUlrentsmall&mediumsizedbanks，thisdissertationanalyzedtheexternalandinnerfactors，andopportunityorthreaten，andthekeystrategicaspectsofsmall&mediumsizedbanks．Andthisdissertationevaluat

4、edtheseaspectsbyquantificationalmethod．Then，weanalyzedthedevelopmentofsmall&mediumsizedbankswiththehelpofSWOTmethodandevaluatedandorderedthestandbystrategyprojectbyQSPMmethod．Atlast,webroughtforwardthedevelopmentcountermeasure．Atlast,onthebasisofaboveanalysist，thisdissertationadviseourc
