1、本文最后以建立高等教育成本分担机制为中心,以新的视角,从五个方面提出了构建和完善高等教育成本分担机制的基本思路,即引入市场机制,降低高等教育的实际成本;健全约束机制,确保政府对高等教育成本的分担;建立教育产权激励机制,激发社会分担高等教育成本的积极性;建立高等教育成本属地化机制,体现高等教育成本分担的地区差异;完善教育公平机制,保证贫困家庭学生接受高等教育的权利。关键词:高等教育成本分担机制构建完善AStudyontheCostofHigherEducationandtheCorrespondingCost-SharingSysteminChi

6、dputsforwardthreewaysofmeasuringthecostofhighereducation.Amongthem,theapproachofaccountingadjustmentisselectedforassessingthecostperstudentatcountry-widepublicuniversitiesinzoolinthispaper.Thenthispaperdiscussesthemeaningofthecost-sharingofhighereducation,andtriestodefinethe
7、meaningofcost-sharingsystemofhighereducation.Takingintofullaccountofvariousfactors,thispaperlocatesdownthebearerofcost-sharing,andformulatesareasonableoperatingmechanismofcost-sharing.Meanwhile,thispaperputsforththebasicprinciplesforcost-sharingofhighereducation:theprinciple
