3、PlanningandLandManagement)Act1988,theNationalCapitalAuthority(NCA)preparesandadministerstheNationalCapitalPlan(thePlan)toensurethatCanberraandtheTerritoryareplannedanddevelopedinaccordancewiththeirnationalsignificance.ThePlansetsoutthebroadplanningframeworkfortheAustralianCapitalTerrit

4、ory(ACT).AreasdesignatedashavingspecialcharacteristicsoftheNationalCapitalaresubjecttodetailedplanningpoliciesandguidelines.Anybuildingsorstructures,demolition,landscapingorexcavationworksinDesignatedAreasrequiretheapprovaloftheNCA.TheNCAconsiderssuchproposalsinthecontextoftherelevantp

5、rovisionsofthePlan.TheNCAhasreceived2applicationsforthedevelopmentofSection5,Campbell.Oneapplicationisfortheprovisionofsiteservicesinfrastructureandthesecondapplicationisforsiteremediationanddecontamination.Manyrespondentsaddressedbothproposalsinasinglesubmissionwithoutdistinguishingwh

6、ichofthetwoapplicationstheywereaddressing.TheNCAhasthereforeelectedtoprepareoneConsultationReportaddressingbothapplications.ThefollowingreportdetailstheprocessundertakenbytheNCArelatingtotheseapplications.PART2-PUBLICCONSULTATIONREQUIREMENTS2.1NationalCapitalPlanUnderthePlan,therequire
