3、izethebenefitsofimproveddataintegrity,decentralizationanddisintermediationoftrust,andreducedtransactioncosts.TheexchangeofPersonalHealthRecordsandHealthInformationExchange(HIE)dataviatheIntegratingtheHealthcareEnterprise(IHE)protocolisanimportantpartofaddressingthechallengesofsy

4、steminteroperabilityandaccessibilityofmedicalrecords.ThestrategyoutlinedtodateprovidesthetechnicalrequirementsandspecificincentivesforhealthsystemstomeettheMeaningfulUseinteroperabilitystandardsnecessarytosupporttheenvisionedNationalHealthInformationNetwork,buttressedbyanetworko

5、fHIEsoperatingonabroadscale.Thatunrealizedscale,driveninlargepartbyinsufficientincentivesoutsideofcompliance,threatenstheviabilityofHIEsandmeritsexplorationofnewmodels.ItmaybepossiblethatnewvaluebasedmodelsembeddedinMACRAwillbesufficienttomakethemarketmodelwork,butHIEshavebeense

6、ekingalternativebusinessmodels.Meanwhilethehealthsystemsthatseetruebenefitsfromestablishingaclinicallyintegratednetworkinordertoengageinrisk-basedcontractsfocusonprivateexchangesandarelookingforlowcostsolutionsthatenablesecureintegrationandsupporttheassemblyofvirtualhealthsystem

7、sthatmovebeyondorganizationalboundaries.Whileblockchaintechnologyisnotapanaceafordatastandardizationorsystemintegrationchallenges,itdoesofferapromisingnewdistributedframeworktoamplifyandsupportintegrationofhealthcareinformationacrossarangeofusesandstakeholders.Itaddressesseveral
