1、中文摘要近年来，随着昆明市城市化进程的不断加快，因城市房屋拆迁引发的信访问题数量居高不下，部分城市房屋拆迁信访问题人数众多，涉及面广，引发大规模群体性上访事件的发生，城市房屋拆迁工作成为了社会各类矛盾的汇聚点。随着现代新昆明建设进程的不断加快，重大基础设施建设、旧城改造、城中村拆迁改造工作的全面铺开，如何做到既维护被拆迁人的合法权益又能使拆迁顺利进行，政府如何加强对城市房屋拆迁活动的管理、政府各部门如何形成合力，共同化解城市房屋拆迁信访问题，值得探讨研究，因此，研究此问题具有深刻的现实意义。本文从选题的目的和意义开始，对城市房屋拆迁信访问题的主要概念进行辨析，提出

2、论文写作的研究方法和技术路线；通过对昆明市城市房屋拆迁的基本政策和管理体制进行解读分析，以期用公共管理的相关理论对昆明市城市房屋拆迁引发的信访问题概况进行分析研究，并进一步借鉴国内信访理论及实践成果，进行城市房屋拆迁信访问题比较研究，并选取昆明城市房屋拆迁信访问题典型案例进行深入分析，提出解决昆明市城市房屋拆迁信访问题的对策与建议，表达出自己浅薄的认识与想法。关键词：城市房屋拆迁；信访问题；补偿安置；信访机制42AbstractInrecentyearsalongwiththepaceofCityofKunming’surbanizationspeedsup,th
